The machine was shut down and restarted per the operator's earlier request,
then the operator asked to continue instead. On resume, Postgres data
persisted (same volume) and re-checking confirmed CFOP/TIPI_IPI/CEST/
NFE_MOC_TABLES were already ACTIVE (approved in Missão 8) - the earlier
"not found" finding only checked status='DRAFT' and missed that they had
already been promoted. No new approval was needed; register_draft()'s
idempotent lookup just confirmed the existing rows unchanged.
