fix(ui): escape apostrophe in Operations update notice to satisfy lint (v0.16.12-beta)

The v0.16.11 update-notice text used a raw apostrophe in JSX ("You're"),
which trips react/no-unescaped-entities and failed the frontend lint job.
Escape it as '. No visual change.
