Mission 02 Report

Result

The central hub implements versioned NCM storage, atomic active-version promotion, authenticated v1 classification routes, deterministic NCM validation/ranking, cache provenance, and null fiscal determination fields. The agent has local SQLite state and a retrying HTTP outbox. It has no Firebird write capability.

The live 20-product run was not performed because Firebird credentials were not available in the process environment. MISSION_02_PRODUCT_RESULTS.json records this explicitly; no classification result is presented as live evidence.

Dataset and RTC Status

See FISCAL_DATASETS.md. NCM becomes ACTIVE only after the official payload parses, passes the importer volume and duplicate checks, persists fully, and atomically supersedes the prior active version. RTC and every unconfigured fiscal dataset remain conservative and return no tax values.
