LOCAL COMPLETION V1 — external material still needed (everything else was completed locally)
Internet is reachable from this machine, but the sources below sit behind dynamic/session-gated portals (verified: SPED tables are served by an ASP.NET query page, not direct files) or are not public files. Nothing here blocks the product: each item has a working operator-input mechanism today.
| # | material | why it is needed | what it unlocks | today's mechanism |
|---|---|---|---|---|
| 1 | SPED EFD-Contribuições external tables 4.3.x (monofásico, alíquota zero, substituição, suspensão; portal sped.fazenda.gov.br > Tabelas Externas) + the accountant's Simples Nacional PIS/COFINS CST guidance |
official NCM -> PIS/COFINS treatment and CST rule | automatic COD_PIS / CODCOFINS / ALIQ* / INCIDENCIA_PISCOFINS | company pis_cofins_profile (1 answer per company), incidence per group |
| 2 | RICMS-BA internal ICMS rates / FECP (Decreto 13.780/2012, arts. on alíquotas) | official ICMS rate for regime-normal taxed items | automatic ALIQUOTA for CRT 2/3 | company/group icms_rate |
| 3 | LC 214/2025 annexes (NCM lists per cClassTrib) + the newer SGV executable that binds C000025.CCLASSTRIB |
deterministic cClassTrib and a confirmed UI binding (column exists, empty, VARCHAR(6), in 4 client schemas) | RTC/IBS/CBS product field | none needed yet (no write target) |
| 4 | Accountant answers in docs/LOCAL_FISCAL_CONTEXT_QUESTIONS_V1.csv (grouped questions) |
facts the ERP does not hold: product role, ICMS treatment, ST retention, origin, entry scope, CEST/EX per NCM, NCM corrections | resolves the MANUAL_INPUT_REQUIRED cells | python scripts/import_fiscal_context.py answers.csv --token <T> then rerun local_completion.py apply |
