chore: bump Hub to 1.3.11 (Missão 3 dossiê anonymization + evidence)

Hub-only version bump for the static dossie_contador.md anonymization fix
and the Bloco B PIS/COFINS-source evidence update committed just before.
No schema/migration change, no Agent file touched.
