feat: add a "Fiscal" link to the sidebar

Browse Source 
Opens the GTI Fiscal Hub (https://gtifiscal.gtigrupo.com.br) in a new
tab. Link only: GTI Fiscal keeps its own login, the panel's
authentication is unchanged. Already deployed to production.
